Microsoft has a free compatibility pack for older versions of Word to read the 
.docx files.
Look at http://www.microsoft.com/download/en/details.aspx?displaylang=en&id=3 
to get the free download.

Yes it does, but Open Office is not accessible on Windows to blind users
who use screen-reading software.
