Sometimes that's the right thing, depending on the client and the project. "It depends" is the consultants go-to phrase. I prefer to go with a time & materials arrangement, but this requires much more trust on the part of a client. And the consultant. It's all a part of properly managing client expectations and clearly communicating with the client. There are three axes to a project: time/schedule, budget and features. Fix one or two and flex the other, and you have the makings of a good project. Fix all three, and you're in for a ride. And sincerity.
