My suggestion - you should do initial testing. And, as much as possible
- at least to test basic functionality. Nothing like giving stuff to
users that crashes A LOT! But, yes, i would have them do the mote
extensive testing.
Now that we're on this subject, what about documentation. That's something
I would do occasionally, depending on how complicated the project was, but
many times I would just walk over to the end users and say "click here",
click there", blah, blah, blah...
Maybe you should consider some kind of Context Sensitive Help - maybe
help buttons on New Screens. Its just a thought. Maybe by doing it this
way - you could limit how much help you need to write up.

Now that I'm retired, and doing work for them as a consultant
(independent contractor), billing by the hour, I was wondering how
does one charge for the time they are "thinking" about a project.
I think Ted R. has described the issue better than I can.
I don't charge for 'thinking' time. I do charge for 'Design' time, which is
when I'm writing down draft data structures, menu structures, and control
flows. And I show Design and Programming time separately on the bill. (I
also show testing time, just to point out that it's something that has to be
done.)
