I think Ted R. has described the issue better than I can.
I don't charge for 'thinking' time. I do charge for 'Design' time, which is
when I'm writing down draft data structures, menu structures, and control
flows. And I show Design and Programming time separately on the bill. (I also
show testing time, just to point out that it's something that has to be done.)
