I don't really know all the details involved, but smarter people than me explain that the sharing and locking mechanisms used with DBFs really depend on DOS/network/smb/CIFS protocols that understand the commands to lock or share the table and/or lock/share specific rows or areas of the table. Ditto for indexes.
