Yeah, don't make them fuzzy.

I know it sounds snarky, but really, it is something you (or the software)
is doing along the way. As I don't have exactly the same tools, I'm not
sure which step is tripping you up. On Windows, I typically crop in MSPaint
and paste into OpenOffice.org, and the snaps are pixel-perfect. (When I was
using Windows more often, I'd also recommend SnagIt, btw, in case you're
doing a lot of this.)

I'd suspect PaintShopPro is set to fuzz the picture (a technical term)
because it's scaling what it thinks is a picture to a smaller or loss-ier
format. There ought to be an option to tell it not to do that. If you're
doing a "Save As" chose PNG as your format and you ought to have some
options to set the compression or lossiness. And size it before you put it
into Word, because Word's graphical capabilites are abysmal.
