I'd be fairly sure it bases it on whether you're on Active Directory or
not. Despite the FUD, the original blog post DID say that even on
non-domain machines you will be presented with a clear 'Do you want to
upgrade to Windows 10?' choice before anything happens, and you can roll
it back after. There is no way in hell they would chance bulk-upgrading
corporate Windows 7 and Windows 8 to Windows 10.
