I'd be fairly sure it bases it on whether you're on Active Directory or
not. Despite the FUD, the original blog post DID say that even on
non-domain machines you will be presented with a clear 'Do you want to
upgrade to Windows 10?' choice before anything happens, and you can roll
it back after. There is no way in hell they would chance bulk-upgrading
corporate Windows 7 and Windows 8 to Windows 10.

Except that if you're right, then they are indeed chancing such bulk-upgrades for everybody still running NT-style domains, and I am quite sure there are still quite a few of them in operation.

It's not FUD. I've looked over the shoulders of people using computers for a very long time. They frequently just click "OK" or "Yes" as soon as any dialog appears that obstructs what they're trying to do, without reading it. There are going to be 10s of millions of unwanted installs of Win 10 beginning next year. Mark my words. You read it here first.

If "rolling back" Windows 10 works like Restore Points work with regard to destabilizing machines, then people should be very afraid of that too.

And I said in my original post that it won't happen if you have Automatic Updates turned off, even on consumer machines. My original post was targeted at IT professionals who recommend that everybody keep Automatic Updates turned on.

And there is the fact that MS issued a bald-face lie when they claimed reported instances of people getting Win 10 auto-installed were "mistakes". They were not, they were TESTS. This verges on a criminal act. I fail to see why people seem to have entirely missed that point. Why would anyone trust a company that does this kind of stuff?
