You mention getting "save the target" dialogs that aren't working when
trying to save the help file.  The only way I know to get that dialog is to
right-click.  But in the case of CodePlex, you need to left-click to save
files.

On my Windows 7 machines, when I left-click on
http://vfpx.codeplex.com/downloads/get/861801 in this email chain, my
default browser (Chrome) gives me Save/Save as options in the form of a
Windows Explorer window.  I get the same (albeit after a three second delay)
if I paste that link into the Chrome address bar.

If I paste it into IE, then I get a save dialog at the bottom of the window
that provides the same ability to save the compressed help file.

So what happens when you left-click the above link or paste that URL into
your browser's address bar?
