Now that's something I think we could use over here, in a different 
way.  I'm thinking that we use that incentive angle for education.  
Folks with education beyond high school would qualify for such things.   ???

I'm against that policy.  That sounds wrong to me.  But then again, I 
hate politics...probably for these kinds of reasons.
