After reading that I thought back about all of the people I've worked with over the years and other than a few close friends I really didn't know much about what anybody did outside of work. I don't remember employers asking about it either. Regarding drug testing, though, it will not prevent someone from taking drugs any more than a breathalyser will prevent someone from drinking. Drug testing can identify a potential problem with people that work with heavy equipment or drive commercial trucks or fly airplanes. Home Depot and Walmart drug test because employees are doing heavy lifting or driving a fork lift, etc.
Having said that I wonder why a programmer would need to be tested?
