Thanks to everyone who responded.  I think the idea of an internet group for
the officers of the charity is a good one but it will need 100% commitment
to its use by everyone involved, such as checking their emails more than
once a month <g>.  I am not confident that we will get that level of
commitment so am reluctant to expend any more effort than absolutely
necessary.  I will use the Yahoo group as a prototype, if it proves a
success then I will look at a better solution.

As far as spam is concerned then we'll have to live with that, it's part of
the price.  The privacy issue regarding the government is another matter but
I don't expect there to be anything which would be of interest to an
outsider, even in government.  The track record of the UK government with IT
projects is abysmal anyway so I'm not too worried on that score.
