Yes - but as usual ? - besides the point :

Not really.  Nuclear material is not all created equal.  That used for
generation is nowhere near weapons grade.  It will make you sick or
kill you with unprotected exposure, but it won't go BANG!"

IOW you don't need weapons grade material to do a lot of damage...
