It doesn't surprise me, they do this kind of thing everywhere. I finally gave up setting "program access and defaults" because even though I'd set Internet Explorer and Outlook Express to be disabled, they'd magically appear on the user's desktop at some point in the future. But I'm still not sure if it is deliberate, or systemic incompetence.
