Yup. That is the law. Did you ever actually *go* to school? or pay  
attention to things that didn't fall in line with your prejudices?  
Look up the "Star Court" for an example of the perfect justice system  
in your world.

Just like our form of government: ours is the worst possible justice  
system, except for all of the others.
