No. It is speculated. Much like agriculture products. That being said there are a large number of investors who want to push it up to make money along the way. Now this is just at the barrel level. Past that there is refinery fees that are independent and one refinery will do most of the fule consumed in a given area. They just add the additives that make it Texaco, Exxon, 7-11, etc. Then you have the resellers who buy it in bulk and retail it to the public. When the airlines use to have a price war to get travelers it was something. Their situation is very different from oil mind you. they controlled their raw materials and labor. The price per barrel is set daily and everyone around the world pays it.
