Hi Stephen!

Granting the first set of facts you mention, your second point could be 
bogus oil company propaganda. They have been saying "there isn't enough" 
periodically ever since there has been a market for oil and then as soon 
as the price goes up there is all kinds of new oil discovered and we are 
awash in it until they want another raise.
