Set is the wrong word. Negotiated is more to the point. A number of years ago, there was a public uproar over the fees doctors negotiated with the government.
Doctors are on the front lines of saving lives. IT is not necessarily on the front lines of saving lives. If I worked for the government, it would be a job. If the government set IT rates, it wouldn't be socialism unless you consider unions socialism.
