A SP1 built exe should work in the SP2 runtimes. A SP2 may not work in SP1.

Your installer should check for the existence of the runtimes and update
them if they are lower than SP 1, and install them when they don't exist.

I sent our software (VFP9 SP1) to a client who has their own application
(VFP9 SP2). When they installed our application, theirs stopped working.
When they uninstalled our application, theirs started working. Does anyone
