John,
I encourage you to think out of the box and take a look at Python. Real
OS portability. A rich set of portable libraries ("batteries included"),
and freedom from Microsoft's tendency to re-invent the wheel every few
years.
There are a ton of free Python resources and many very active Python
mailing lists and forums.
If you're going to be focused on desktop solutions, take a look at Ed
and Paul's dabo.net.
