Isn't that one of the major problems with any kind of insurance? Many will game the system. I know people who have said when they are laid off that they deserve their unemployment checks. They will take a vacation or relax before looking for another job. Same with health care; they will run to the hospital for every little thing or demand to be made exactly as they were before when serious problems happen. Unscrupulous doctors will pad their bills (just like many do now.). And on and on.
