There are web app frameworks for all platforms. You will need to learn a little HTML and CSS if you're serious about developing an app. The more you learn, the better the site looks. An amateur site screams amateur, and that's fine if you're building your own home page as a learning experience, but it's not always appropriate if you want to give people the best first impression. Look at this for an example: http://pt35mm.com/ If, instead, your interest is a gallery to show off your artwork, I would expect AJAXy whizbang, a LightBox-equivalent gallery application and a seamless, slick web interface. Those are free if you invest a little time in shopping and install something like WordPress or Joomla! or Drupal and pick a good template, a nice theme, and the right plugins.
