Ted, Thinking outside the bun: Could you write a simple command line utility to extract (via ODBC) the data you want to merge into a CSV, XLS, or other local file format and have your WordPerfect mail merge routines pull data from these local files? While this may add another level of complexity to your solution, it may also make debugging your ODBC connection problems a lot easier?
I have no recent experience with WordPerfect, but I've found that Word handles mail merges *much* more reliably from simple, local text files than it does via live connections to an external database.
