If you want to install it for multi-user, use the /net flag. Then, for
each user who wants it, run the installer located at
/<install dir>/program/setup

Not a problem. StarOffice is quite monolithic. The only issue you will
have is with Java. Good luck getting that working. I never could get
Sun Java to work with SO, but the IBM JDK worked just fine.

No, and doubtful there will be. It isn't open source, so I don't think
it can legally be redistributed. OpenOffice, the next version of SO,
however is a different story. You can get the source and all for this.
