Not as far as I can tell.  When I open MSIE and go to LAN Settings, the "Use
a proxy server..." box is unchecked though the boxes for "Automatic
configuation" are checked: both "Automatically detect settings" and "Use
automatic configuration script".

When I try "wget" from the command line, I get this:

>wget -v http://www.google.com/index.html
wget -v http://www.google.com/index.html
--12:05:01-- http://www.google.com/index.html
=> `index.html'
Resolving www.google.com... done.
Connecting to www.google.com[64.233.161.104]:80... failed: Bad file
descriptor.
Connecting to www.google.com[64.233.161.103]:80... failed: Bad file
descriptor.
...
