Hendaknya. Demokrasi itu hendaknya seperti air; bentuknya mengikuti tempatnya. Demokrasi Barat itu melawan hukum alam. Mereka maunya demokrasi yang seragam; bentuknya harus tetap seperti gelas wine yang tinggi langsing itu sekalipun tempatnya berupa mangkok atau batok kelapa.
