I just looked at the Client:CustomizeResources process, according to the
info in client.hlp you could set up menu entries to show and hide a
specific toolbar as well as toggling it. If you wanted a checkbox you
could use the ClientBasic dialog designer and ClientBasic to implement a
checkbox based toolbar manager.
This may not help much with your (and Colin's) problem of toolbars
rearranging themselves and hiding one another.
One thing Protel does have is very high levels of customization. Though
this facility can be a curse at times, when things start to go wrong.
