Now, we might scold him for letting the board house generate Gerber. Naughty, naughty! :-) Be that as it may, I don't see clearly that he generated gerber himself and it was incorrect. The fab house could easily have altered this setting, perhaps trying to "improve" things.... one more reason not to let them generate gerber! (They may alter gerber to deal with etching problems, etc., but this cannot be avoided and will not generally result in real changes in topology; they remain responsible for providing finished widths similar to what is in the gerber you provide them....)
