What is going on, I'd think, is that Protel saved programming effort by 
using much of the same interface between PCB and PCB Library. A more 
thorough treatment would grey out unused menus. The large negative number 
might represent all binary zeros or ones, basically an empty field 
interpreted in display as a number.
