Mike,

I have had a similar problem in the past, importing ye olde Protel DOS PCBs.
To solve this, export either component attributes (all of them) or text
attributes (all) - I can't remember which - to spreadsheet and you may find
that all text strings (designators in particular) have had their Moveable
(?) attribute set to "False".  Manually change the desired to "True" then
export back to the PCB.

This is a bit vague and you'll have to follow your nose and intuition on
this, but if it's the same problem it should work.
