That's not a bug, it's a "feature". One of the debatable behaviours of editors is that if you are in "overwrite" mode, that the overwrite mode should extend to between lines - this is the behaviour that Protel is exhibiting in this instance. It's debatable whether or not this is "correct"; by the letter of overwrite mode, Protel is correct, but by convention it is not.
