It looks like once Protel finds the object-kind match (via-smd), it applies
the rule if "same-net", but doesn't apply ANY rule (not even whole-board) if
not "same-net".  Seems like a bug.

The workaround is to add an object-kind rule (via-smd) for "different nets",
and set it to the whole-board clearance.
