I don't know about your price range nor your administrative skills, but Webfaction is reasonably priced, has good WSGI support, and they have some datacenter in Europe (UK I guess) since a few months. You can have a look at their documentation which explained how to deploy a WSGI application on their hardware, maybe it will give you an idea of how difficult for you it is.
