While I tend to agree that +1's are noise, I do think they can add value in 
that it allows those of us that are interested in Pyramid to see what people 
would like to see. So if you see something where you are not sure how you can 
contribute, adding a +1 with a comment why could let others know that this is 
something we might want to take a look at.

Agreed. The ideal solution would be a "like/star/vote" button for issues as most other issue trackers have. Since github unfortunately does not provide such a button, +1's should be allowed there.
