While I tend to agree that +1's are noise, I do think they can add value in

Agreed. The ideal solution would be a "like/star/vote" button for issues as most other issue trackers have. Since github unfortunately does not provide such a button, +1's should be allowed there.

I nominate you to be the official counter of +1's for each issue. Are you up to the task?

Please, look at this from the perspective of people who give their time away for free. Respect their time, make it easy for them to accept PRs and process issues. Don't make it harder. Thank you for understanding.
