2.0.0.24 for Mac OS X.
In Thunderbird go to TOOLS/ACCOUNT SETTING/
For each account there is a section "Addressing and Composition" the
quoting is selectable there.

Ah yes. I have never touched this setting (as you might gather) so *my*
thunderbirds have always defaulted to top quoting.
