I have used Thunderbird pretty well from day one, and mine has always top quoted by default.
Mind you *where* can one change the quoting? It is well hidden in TB 2.0.0.24 for Mac OS X.

In Thunderbird go to TOOLS/ACCOUNT SETTING/

For each account there is a section "Addressing and Composition" the quoting is selectable there.

All in the on-line user guide.

Email me if you have any problems.

Ah yes. I have never touched this setting (as you might gather) so *my* thunderbirds have always defaulted to top quoting.
Odd.
