I have downloaded your package and this is what worked for me:

1. After unpacking your archive I start qlandkarte
2. I select File -> Import Map and choose the TRC-Brasil directory
3. In the next fileselector I select TRC-Brasil.img
4. I see an empty screen in qlandkarte .... strange. Something is not right 
here ???
5. I now select "File -> Load Map" and , again, select the TRC-Brasil.img file
6. Now everything is working. I can zoom in and out and see Brasil as a whole 
("Zoom World") or zoom-in on every available detail. Nice maps BTW! Makes me 
want 
to visit Brasil one day :-)
7. You can select Brasil now also from the pull-down maplist in qlandkarte the
next time you start qlandkarte, but you still have to load the TRC-Brasil.img 
file
before you can see and select anything. 

It works, but maybe someone else can find out why the basemap (TRC-Brasil.img) 
is
not automatically displayed like with other (working) mapcollections that I 
have.
There is something here that has to be fixed ?
