Maybe you are using the "File -> Load Map" instead of the "File -> 
Import Map" menu ? You should select "File -> Import Map" and then 
select the img file that contains the basemap. Could be called 
basemap.img but can have another name too. All the files, including the 
tdb, should be in the same directory. For linux distribution simply put 
that directory in a compressed tar archive (tar.gz, tar.bz2) and give it 
to the world.
Maybe it doesn't work - qlandkarte is not perfect - but let us know and 
one of those smart guys her might fix it :-)
