I have personally installed and used IMP, and by and large it has worked
well for me. I have not installed Webmail, although I have scanned through
the code, and it seems fairly solid. (not that scanning code can at all
measure its quality or utility...)

As I wrote in my original post: yes, both of the packages support the
sending and receiving of attachments.

IMP is in very active development, so it might be a better choice from a
support standpoint.
