My understanding is that is has to do witht he fact
that Qmail will process the first .qmail file it
finds, and will not process any others for that user. 
Forwarder .qmail files are kept in the root of the
domain's directory, and once processed (i.e., the mail
is delivered), it will not process any other .qmail
files for that user, even if one exists in the
recipient's own directory.

That is, at least, how it works in Qmailadmin 1.0.12
(which I am currently using... I'll be testing 1.0.23
on a development machine this weekend)
