Yes it is a fresh install although I have tried over and over with the same result (definition if insanity).

Also the server is a new install with a complete load.

I used the following instruction from the website for the Centos install.

I also used ez install script by Jake Vickers (again from the site) with the same result.

If you used my script, log files were generated in your /usr/src/qtms/ . Maybe post the ends of those files? It seems (from your first post), that you're failing in the install of qmail-toaster itself. First thing to check would be to look at your /etc/passwd file, and see if you have an evolution user using uid/gid of 89:89. If not, then make sure that qmail-toaster is not installed:
rpm -qa | grep qmail-toaster
If it's not, look at the error produced in /usr/src/qtms/pop3d.log (it will be a long one). If you DID have another user of 89:89 (Evolution in Cent, if I remember right), then you failed all the way back at vpopmail-toaster. You may just want to run the whole script again, after removing that user.
If nothing else, post the tails of the logs so we can see what is going on.
