manually download them from the site.  On the front page, bunch of green links. 

download them to /usr/src/qtms-install/

such as:

http://www.qmailtoaster.com/download/stable/qmailmrtg-toaster-4.2-1.2.8.src.rpm
http://www.qmailtoaster.com/download/stable/qmail-toaster-1.03-1.2.10.src.rpm
