SO is question/answer based, it is not like a forum. Sure, it seems like
a big mass of chaos, but it just seems like it. If you have a question,
was use the search field.

Not really, everyone with more than 500 reputation is allowed to edit
the tags of any question. I think with more then 2000 you're even
allowed to edit the questions...the principal is pretty much the same
as that of Wikipedia, but less centralized.
