I agree there should be an option in Qpopper to enforce login-delay. 
If the clients supports the LOGIN-DELAY tag, then some administrators 
might choose to advertise but not enforce it.  This would prevent 
users from setting an automatic mail check that was too frequent, but 
still allow a user who was expecting something important to do manual 
mail checks more often.
