Sounds like there's fairly strong sentiment on the list in favor of being
able to enforce LOGIN-DELAY.  Can we expect that soon?  I know it would
help here.  We have a lot of our 9000 +/- customers hitting the POP server
at very shorty intervals, and getting then to voluntarily limit their
polling to once every 4 or 5 minutes is impossible.
