Presumably the server would return a proper POP error, such as one 
defined for this: "-ERR [LOGIN-DELAY]"; see 
<http://www.iana.org/assignments/pop3-extension-mechanism>.  A TCP 
error would only be reported for connection failures, not explicit 
POP errors.
