I know, I know, it's bad to reply to one's own message. Anyway, I just
had a look at Damn Small Linux, and it can run off a USB stick.
Actually, you don't even need to install it onto a USB stick. You can
unzip the distribution into a directory on your computer (Linux or
Windows), and run the .bat or .sh file, and it starts QEMU with the
correct paramaters. In a few seconds, you get a window running DSL! Now
all it needs is Quackle and its dependencies, and you'll have a very
small distribution that can be easily given away, or made available for
download.
