FWIW, I don't think the strength of the player is a factor in determining whether your software competes with official Scrabble products. When I asked an actual lawyer about these things, the key was to be to avoid use of intellectual property (copyrights, patents, and trademarks).
IMO, easier levels would be a good thing. Since 1996 the marketplace has had good software that could draw players into the game, and show them how to become experts.
