Hiya I answer to the flashing query - when the LED is on - it will pull mA, when off, it will be less (almost zero - it takes a bit of energy to be off)
When you say it takes 28mA when on - bear in mind a meter will try to make sense of whatever is presented at a point of time, and do not normally like changes. An older moving needle meter (a needle moves!!) will actually go slightly over, and a digital one will take a few seconds to stabalise before giving an accurate reading. If the on / off ratio is half Sec on, half sec off, then you can half the effective current used, so would be 14mA or so, based on Dereks' note above, the drain is around 2.35AHr The safest way is if you are able - leave the car for the time you are way (a week or so), and see what happens. I would also suggest investing in a good quality set of jump leads, and put them in the boot when you are away - there are normally a few people around who can jump you if you have the leads.
