Surely it is only the driver who needs to be insured. Provided you are  
prepared to take the risk of the car being driven by someone else, and them 
only  having third party cover whilst driving your car, you could do your local 
 running at least.
 
I would double check to make sure that it is legal for you (or anyone else) 
 to drive the car to the test station after you have had the problem areas  
sorted.
 
Permission to drive other cars is not available on all insurance policies  
but my current policy arranged through Adrian Flux with Marker insurance 
allows  me to do this.
